Post up a little introduction/primer on your character, where you're wanting to go with them, the kind of arcs you have in mind, the kind of situations you want them to find themselves in, etc.

Wally West is a student at Brentwood Academy. He recently moved to Gotham from Central City, where he has been Kid Flash for about the last four years (since he was 13). He is keen to strike out on his own, and build a reputation/identity for himself that isn't in The Flash's shadow, but at the same time he's a little worried about the fact that he was "sent" away, and feels like maybe his Uncle Barry was trying to get rid of him. Wally is an anxious little bean whose mind works so quickly that it can't help formulating fleshed out worst-case scenarios almost instantly, but in this instance, he's not entirely wrong: Barry is sending him away, but that has more to do with Barry's identity being compromised by the DEO, and him wanting to have Wally at a safe distance. One of Wally's main arcs is the idea that he runs on fear, hence the yellow lightning. He is running away from his past, his inadequacies, his concerns and anxieties, and has a constant headlong forward motion that permeates everything he is and does, because he's frightened of what will happen if he ever stops. Even being a speedster feeds into this anxiety: unlike Barry, who was "chosen" when a bolt of lightning struck him, Wally forced the situation by screwing around trying to replicate the situation in a lab, so part of him feels as if he has stolen his speed, and doesn't truly deserve it. Exposure to Frenzy will have introduced Wally to the idea that emotions and lightning are linked. This may be something he wants to study or experiment with, and may lead to some stories where situations cause his lightning to turn different colours (say, if Mia was in danger, and his lightning turns violet because he's running to save someone he loves). At some point - possibly with the help of Mirror Master? - I would like to have Wally split in two, transporter accident style: one half would be Dark Wally, a cooler, edgier version with all of his speedster powers, and the other would be Dork Wally, with all the bumbling awkward positivity that Wally sees as holding him back. The resolution would be that Wally realises that his powers aren't what makes him matter: he is what makes his powers matter (or something cheesy like that). Long term, Wally has a potential romance with Mia, and a bromance with Connor. Longer term, we will be seeing glimpses of Wally from the Warworld future, where he has ( like Earth-22) stepped up and become a Superman-like figure: although in this case, it may be the Flash that he was replacing. As things currently stand, the Future Flash has had his legs permanently broken to remove him as a threat, but if enough changes in the present to affect the future, this may be undone, allowing him to run back in time and contribute to that part of the story. One idea is that in the original future, Mia Dearden was the one who crippled Wally, but that changes in their relationship might prevent her from being able to follow through with that. Another complicating factor is that in both comics canon and Kingdom Come (Earth-22), Wally has a child with someone who isn't Mia, which may raise some "who are you meant to be with?" questions if/when Mia finds out.

Oliver Queen is the Green Arrow, but he hasn't always been. He is Batman's original sidekick, his Robin Hood motif being the reason why his successors go by "Robin". He joined the military, died, spent an immeasurable amount of time in a Phantom Zone style version of Purgatory that lasted only five real-world years, was resurrected in order to serve as a host for The Spectre, got freed from that by John Constantine, and then decided to grow a beard, adopt some kinds, and start being a positive liberal Californian vigilante. He's also maybe-possibly been a member of the Justice League at some point: his sidekicks certainly seem to have been part of the Justice League daycare squad.
His homecoming to Gotham is because of Queen Consolidated, his family business, who are Up To Stuff. Oliver doesn't know what yet, and doesn't yet realise that the corruption extends beyond Queen Consolidated into Intergang, and Checkmate, and all manner of other conspiracy stuff, but he's working at a newspaper now, and if his lifetime of vigilantism has taught you anything, its that the best way to uncover secrets and unravel mysteries is to work at a newspaper.
In the future, Oliver has gone evil. Well, ish. He is running the League of Assassins, and is going by the name Orion (usually one of Darkseid's sons), but rather than falling into murder and villainy, it's more that Oliver fell down a slippery slope because he thought he was right and wasn't. Long story short, Warworld was brought about by people who thrive on war and chaos, and so Oliver felt that by fighting back, they were just making it worse. To stop the fighting, he tried to "disable" the Justice League, but wound up helping the bad guys to win. He's essentially Anakin Skywalker: he fucks up, and decides to double down rather than seeking redemption.
Since there are two timelines (Warworld, and Booster Gold's timeline), there may be a version of Oliver Queen out there who didn't ruin the world, and is part of Rip Hunter's band of time travel leftovers. This Oliver is almost definitely inspired by the one-armed bearded version from The Dark Knight Returns, because that version of Oliver is awesome.

Hector Hall is the eldest son of Hawkman and Hawkwoman, but he looks like the youngest, because for the last few decades he was "hijacked" by Doctor Fate as a glorified mystical hat stand. John Constantine (somehow) negotiated his release, and Hector has decided to become a cop with the GCPD. He's currently working alongside Constantine as the police officer with the misfortune of driving him around and keeping him out of trouble. Hector's younger brother is Hank Hall, who he is now older than. Hector served the Lords of Order as Doctor Fate; Hank served the Lords of Chaos as Hawk; but they've both discovered that if you're a Lord of anything, you're probably a dick. There will be some reconciliation, with each other and possibly with their dad, Hawkman. There's also going to be some awkwardness when Kendra Saunders shows up with their mother's soul: Hector may end up being an interesting confidante, since he knows all about getting hijacked by someone else's fate, and feeling like your body isn't entirely yours anymore.
There may also be some mileage in stories relating to Hector's girlfriend/wife, Lyta Trevor (Wonder Woman's daughter), and the son that they have together, who eventually ends up becoming Dream of the Endless.

Mal Duncan is a car mechanic. He fixes stuff. He used to be an engineer with STAR Labs though, and that skill set is what brought him to the attention of Oliver Queen, who he works for as a gadget designer of sorts, as well as being the person harbouring Green Arrow and his secret base.
One of his projects back at STAR Labs is Project Guardian, which involved designing/developing exo-suits for the military. Mal bailed because he didn't like the direction that the project was heading in, but those plans may end up being hijacked as part of Lex Luthor's plans to Robocop the GCPD. If that does happen, Mal will probably start using his own version of the exosuit as his own vigilante. In the meantime, his focus is on being a stoic nurturing figure to the kids in his community - which includes Connor Kent and his friends - and possibly on becoming best buds with Ray Terrill.
Mal does normally have a love interest, Bumblebee (think Wasp, but black), but she is not currently in the picture... unless we want her to be.
