DC has a lot of villains. Gotham already had a bunch, and now we've added even more. To help keep tabs of who is who, who is where, and where is who (?), here's a handy thread broken down by category(ish). Ice Villains

Ice VillainsCaptain Cold PC- Leonard Snart is a criminal mastermind, who specialises in planning and executing heists. He was formerly the leader of the Rogues, a crew based out of Central City, but is now currently employed by The Penguin as one of his Intergang enforcers. He is a baseline human, and so has no inherent ice powers: instead, he makes use of a "Cold Gun"; he has the technical prowess to understand how it works, though he did not design the weapon himself. Cold regards his Cold Gun as being more advanced and sophisticated than those of Icicle and Mister Freeze, though this may be arrogance rather than accurate.
Killer Frost PC- Caitlin Snow is a doctor and biochemist, who has been alive - and seemingly hasn't aged - since the 1970s. She possesses innate cryogenic abilities, though it is unclear whether she is a metahuman (someone born with a metagene that was activated) or a transhuman (someone alterned/mutated by external factors). She works for/with Captain Cold, as one of the Intergang enforcers based at the Iceberg Lounge.
Mister Freeze ??- Victor Fries is a former cryogenics expert, who was biochemically altered as the result of a lab accident. While technically transhuman (transformed by external factors, not innate biology/genetics), he is what Project Tartarus would classify as "inhuman": his biology has transformed to such a degree that he is no longer compatable with human medicine, living conditions, etc. Despite his transformation, he has no inherent cryokinesis, relying on a Cold Gun similar to the one used by Captain Cold, and requires a "Cold Suit" to regulate his body temperature if he is ever outside of his specialised climate-controlled environment.
Icicle ??- Joar Mahkent was a "European" physicist who appeared as part of the Justice Society of America in Golden Age comics. He first appeared in 1947 (and so may have been a Nazi scientist) as a foe for Green Lantern. Like Captain Cold he is a baseline human with a Cold Gun, his being the oldest/original weapon of that type. (I have absolutely no justification for this, but my brain keeps thinking of Stellan Skarsgård here.)
- Cameron Mahkent is the son of Joar Mahkent. His father's extended use of his Cold Gun affected the elder Mahkent's genetics, meaning that Cameron was born with an active metagene, and innate cryokinetic abilities. In Young Justice, Icicle was a spiky blue dumbass; in the comics, he ends up marrying Artemis Crock, and winds up stealing a magical invulnerability doohicky so that she won't die in childbirth when their daughter is born, which is oddly sweet. He is in the "my parent was a Golden Age villain" category: this could put him in the Brentwood generation, the Oliver Queen generation, or even in the "I'm old and have already retired" generation, depending on if/how we wanted to use the character.
- James and Doyle Christie are brother and sister, and are the grandchildren of Joar Mahkent, presumably by an unmentioned older sibling of Cameron. Like their grandfather, they are regular ol' humans, but they get their hands on grandpa's Cold Gun, and briefly antagonise Wally West during his time as the Flash. (Weird out of the box option: Aaron Ashmore played Jimmy Olsen in Smallville, and his twin Shawn Ashmore played Iceman in the X-Men movies; what if James Christie = James Olsen, and we cast the twins as very similar-looking cousins James and Cameron?)
- Thomas Snow was created for The CW: on The Flash he is Caitlin Snow's father, who experiments on himself to cure a terminal illness, and creates a cryogenic split personality for himself, which calls itself Icicle. This is a mostly irrelevant/incedental version of the character, but it's worth noting that Joar Mahkent has at least one unmentioned/unnamed child. Perhaps she's Joar's daughter, her meta-powers have a similar origin to Cameron's, and her work at Area 51 on Project Firestorm was an effort to "make amends" for her father, while her brother Cameron is there to be a bad influence and facilitate her eventual villainy?
Iceberg NPC- Charles Murray is a former professor who turned to a life of crime after an unspecified accident. In the comics he is linked to the Suicide Squad, and as a sleeper agent for a terrorist network called Basilisk, but in our story, Droo and I had planned on Iceberg being a member of the Brentwood faculty, someone put there by Intergang to keep an eye on any crime family kids that were attending the school. There wasn't a specific long-term plan there, just something in place for potential later use. We were thinking of using Ice Cube as the image claim, and probably would have had him teaching something ironic for a rapper/gangster, like literature, or crime and politics, or what-have-you.
Delores Winters ??- Delores Winters was an actress in the 1940s, who had her body stolen by the Ultra-Humanite: a villain with a habit of transplanting his brain into other bodies (most memorably an albino gorilla). Delores' brain was saved by an obsessed fan who had assisted the Ultra-Humanite, and placed in the body of a recent suicide victim: but Delores woke up in a body that wasn't hers, and became obsessed with preserving her life and fixing her appearance. It began as cosmetic surgery, and then evolved into full-on organ replacements, at one point stealing the skin of Icemaiden (a Norwegian superhero) and inheriting her cryokinetic powers. In the comics she has ties to Roulette, whose underground metahuman fight ring is a source of spare metahuman organs; but she might be a more interesting addition in our story as someone affiliated with the Iceberg Lounge: perhaps some sort of owner/benefactor/financier who owns or runs the club on The Penguin's behalf?
Cythonna ??- The goddess of ice in Kryptonian mythology. In the show Krypton, the Cythonnites are an important sect/tribe living in the Outlands. While at face value she doesn't slot into things in an obvious way, one of our plans/ideas is to collapse down the mythology of DC into something more manageable and more meaningful. One of those simplifications draws a connection between Rao and Helios/Ra, which might in turn connect Cythonna with an Earth god like Selene (Helios' sister). As well, Mercury has a strong connection to speedsters, so there might be some sort of connection between Cythonna/Selene and those with cryokinesis. Since Ares and other gods play a part in our story, and since ice villains are a big part of our story, Cythonna might be an interesting puzzle piece to keep in mind.
Blizzard ??- A freaky-looking brute of an ice villain, who spends most of his time hiding inside a suit of armor. The internet says its unclear if he's an alien or a metahuman or something else. He's a mercenary (part of a group called Dark Nemesis in the comics) which sets him up nicely to be hired by The Penguin as part of the Ice Pack. He seems like a good background NPC sort of character, a bruiser who does the heavy lifting so Captain Cold and Killer Frost don't have to.
Cooler ??- A cryokinetic criminal from Wildstorm Comics, one of DC's other imprints that got merged into the main continuity during the New 52. She's a thuggish, dive bar sort of gal, and potentially a good partner / counterpart / counterpoint to Killer Frost.
Coldsnap ??- A member of the Masters of Disaster, who are often opponents for Black Lightning and the Outsiders. He has a romantic thing with Heatstroke, but their powers make them incompatable, which kinda makes me want to do a "Wally ships the villains" thing at some point. Also, his real name is Darryl, which is like... Kite Man levels of great. He might be a good fit as an Ice Pack NPC (having left the Masters of Disaster, etc), or we might want to figure out a way to have the Masters of Disaster in their entirety, perhaps as mercenaries brought in by Checkmate / Queen Consolidated to face off against the Outsiders or somesuch.
Frostbite ??- There are two villains called Frostbite. One is a female villain from the Antimatter Universe who is (I presume) an evil counterpart/opposite to Firestorm. The other is a Snow Elf from Canada, who walks around dressed like this. There are no words.
Snow Owl ??- An evil Russian ice villain. There isn't much information on them, but for our purposes, they potentially tie back to what Vandal Savage was up to during the Cold War. They might make a useful/interesting meathead background NPC for Captain Cold / Killer Frost to work with, and/or with potential links to Vandal Savage and/or the Bratva, hinting at the idea that Vandal Savage is connected to everything, and/or that the Ice Pack have members drawn from other potential aspects of Intergang.
- There is also a "good" cryokinetic from Russia: Igor Medviedenko, who goes by the name Morozko (the Russian version of Jack Frost). He and his sister were part of Soyuz, a "four elements" themed Russian super-team back in the 1980s who opposed government corruption. Our version of events has no Firestorm during that era, and opposing the corrupt government today might bring one into the orbit of the Bratva. It could be interesting if Snow Owl and Morozko were one and the same, having fallen into villainous ways over the decades since the fall of the Soviet Union.
Snowflame ??- A one-off character tied to the Columbian drug trade, who gets superpowers whenever he snorts cocaine. These powers aren't strictly ice-based - in fact, as well as strength, speed, and pain immunity, the comics give him pyrokinesis - but he's such a minor/incidental character that we could easily tweak that (make them "cold flames"?), especially if we want to have the Ice Pack drawing on characters from different gangs/origins.
Blue Snowman ??- Byrna Brilyant is a fairly minor character, who commits crimes wearing a giant robotic snowman suit. She's shown up only a couple of times, once fighting Power Girl, and once fighting Wonder Woman. In her latter, New 52 appearance, she has links to Veronica Cale, who is a) a villainous businesswoman, b) already on the shortlist for Queen Consolidated executives, and c) has ties to Ares in the New 52, so that's kind of a neat confluence of relevances to our story.
Bonus: Characters Named SnowElijah Snow- Elijah Snow is from Wildstorm Comics, which was it's own separate continuity/inprint, but got merged into the New 52. Wildstorm has an obsession with the idea of a "Century Baby", born at the stroke of midnight on January 1st, and imbued with special power because of that. Elijah Snow is one of these, and is thus over a century old at this point. Among other things, he froze Dracula solid and kicked off his dick, and then became Sherlock Holmes' apprentice. He's a good guy immortal, which might be an interesting addition to a story that's full of bad guy immortals. It could offer a possible origin for Killer Frost's powers, too - perhaps something as simple as the She-Hulk approach, where Caitlin Snow gets a blood transfusion from Elijah Snow, and inherits his powers/slow aging/etc?
Bethany Snow- A journalist/reporter, who presents the Bethany Snow Show, and who is a member of the Church of Blood. During the Teen Titans' feud with the Church of Blood, she was on TV discrediting them on Brother Blood's orders. She was borrowed by the Arrowverse as a news anchor for Channel 52, and in the current New 52, there's a sort of weird/cool gimmick where she does a Channel 52 news report at the end of every comics issue, to mention things that are going on elsewhere in DC. Since we have a definite news/media component to our story, she seems like she would make sense as a Fox News sort of character. That could be an employee at GBS (the network that owns the Gotham Globe) or keeping her Channel 52 connection to set up a competing network / news outlet.
Georgiana Snow- She's from Manchester, and was introduced in the New 52 as a former peer of John Constantine, who doesn't liek him very much. She's a "consulting exorcist" with the British government. Not an immediately relevant character, but worth noting even if it's just so Constantine can say "I knew a lass called Snow once; she was an icy bitch too" or whatever.
