- Kite-Man - Charles "Chuck" Brown, inept career criminal. Occasional foe of the Outsiders, and Batman. Trying his best. His catchphrase is to say his name, followed by "Hell Yeah". It is a meme. (1, 2, 3, 4, 5). He also has a bit of a tragic backstory, involving his son.
Available to: All Writers - Harvey Dent - Two-Face. Former District Attorney, turned ruthless criminal with a split personality, thanks to the Maroni Crime Family. Refers to himself in the plural, and solves all his problems by flipping a coin. He works for Black Mask, as part of the False Face Society.
Available to: All Writers - Arnold Wesker - The Ventriloquist, and Scarface. One of Gotham's most notorious and ruthless stereotypical gangsters, and the dummy who carries him around. Scarface is a Chicago mobster who struggles saying certain words; the Ventriloquist is mild-mannered, bumbling, and shy, and probably suffering from some sort of disassociative personality disorder. He works for Black Mask, as part of the False Face Society. As far as Scarface is concerned, he's calling the shots, but good luck convincing Two-Face of that.

- Morgan Edge - CEO of Galaxy Communications, now a subsidiary of Queen Consolidated. An influential member of the Queen Consolidated board, Edge is the bridge that connects the company executives to the criminal enterprise of Intergang, though through a number of proxies and delegates to avoid him being directly implicated in anything. His position as Galaxy CEO makes him Oliver Queen's direct superior, having appointed him to an "out of the way" position where the Queen heir can do no harm, and be readily watched.

- Alexandra Brackett - Reporter for the Gotham Gazette. Currently working on a story digging into the meta-drugs being used and distributed by street gangs in Gotham: Frenzy, Green Light, etc.
Available to: All Writers - G. Gordon Godfrey - Media Personality. Host of a late-night talk show known as Talk, which airs in the 00:00 timeslot, directly after Iris West-Allen's Gotham By Midnight. Godfrey is known for his satirical and sometimes outright confrontational commentary on news and politics, and also for his often surprisingly heartfelt and revealing interviews. He delights in the produce of Corporate America, and is an unrepentant pop culture enthusiast. Secretly, he has ties to the criminal organisation Intergang, and even more secretly, hails from Apokolips as an emissary of Darkseid, and ally of Vandal Savage.
Available to: All Writers - Cat Grant - CEO of CatCo Worldwide Media. A magazine publication rather than "real" journalism, CatCo never the less strives for journalistic integrity. Cat uses her Editorials as an opportunity to stretch her fingers from time to time, and has a habit of conducting high profile interviews herself - after all, it's her name on the cover, so it must be her brand and opinion that people are expecting to read. The self-proclaimed Queen of All Media, Ms Grant is currently engaged in a legal dispute with Galaxy Communications (on behalf of Queen Consolidated) for possible brand encroachment.
Available to: All Writers - Lois Lane - Editor-in-Chief of the Daily Planet. After several decades as a reporter, Lois Lane succeeded Perry White as Editor of the Planet after he went into retirement. While not able to participate in as much active reporting as she would like, Lois is still a keen participant in the journalistic process, coordinating her reporters like a Captain of a squad of Detectives, spending as little time cloistered in her office as possible.

Brentwood Academy
- D. H. Dudley - A man of intrigue, and mystery. Officially, he is the Caretaker of Brentwood Academy: a gardener, groundskeeper, janitor, housekeeper, superintendant, and essentially butler for the school and its grounds. That simple answer does not satisfy the students of Brentwood Academy, however. The man is myth; he is legend. He is a retired mafia hitman, working at the Academy as a favour to Don Falcone, because one of his illegitimate children is allegedly attending the school. Or perhaps he is a veteran of MI6, a spy so prolific and proficient that he would make James Bond seem like an incompetent rookie, here in America because he was disavowed by his government and is in hiding from an extradition that would send him home to certain execution. Some say that he is a former vigilante, one of the mystery men of the Justice Society of America, or many other such flights of fancy. Whatever the truth, no student has ever managed to discover it. Hell, no student has ever managed to learn what his initials stand for, though not for lack of trying.
Available to: All Writers - Barbara Gordon - A teacher of literature, and also the custodian of Brentwood's library after the Academy's former librarian went into retirement. She is also disabled, an injury sustained thanks to an encounter with the Joker many years ago: a story so well documented at the time that no Brentwood student has ever felt the need to ask a single question. Barbara does not let her injury deter her, however, and is a fierce advocate for the differently-abled, not afraid to swing around her family name to get the job done. She is almost single-handedly responsible for most of Brentwood's concessions to accessibility, having essentially used the potential scandal of denying the disabled daughter of the Police Commissioner as a weapon pointed at the administration's head until ramps, elevators, proper paving, and other appropriate concessions were made: not for her benefit, but for the benefit of any future student who might otherwise have been deterred from attending Brentwood without them. Miss Gordon is one of a handful of faculty members who live on campus, renting a comfortably modest bungalow on the school grounds as part of her contract.
Available to: All Writers - Tommy Thompkins - A somewhat eccentric member of the Brentwood faculty, Dr Thompkins is one of the teacher who lives on the Academy grounds, and is considerably more relaxed about that fact than most of his peers. In his off-hours, it is not uncommon to stumble across Dr Thompkins in a bathrobe and loafers, and is no more phased by it than if you had spent the night sleeping on his couch. He eagerly encourages curiosity in his students, and delights in trying to answer the increasingly weird and convoluted questions that the student body seeks to challenge him with. In addition to his teaching responsibilities, he volunteers as the faculty supervisor for a number of extracurriculars, including the Debate and Academic Decathlon Teams, and is frequently arranging and encouraging field trips to Gotham's museums and landmarks.
Available to: All Writers - Jason Bromorton - Son of the family that owns Bromorton's Department Store. Bromorton has a fake it 'til you make it approach to popularity, possessing an overabundance of confidence and arrogance; yet it seems to work for him, managing to successfully embed him with the popular crowd despite being - relatively speaking - one of the less wealthy of the rich kids. His social success may partly be his reputation and affinity for being able to get his hands on things, particularly things that Brentwood students shouldn't be able to get their hands on. Most recently, Bromorton has been responsible for introducing the substance Frenzy to the student populace, as a cutting edge designer drug.
Available to: All Writers - Edwin Cohen - A tech heir with a head for science and a body for sports. A lifelong fascination with astronomy and astrophysics earned him the nickname Buzz, a reference to astronaut Edwin "Buzz" Aldrin. The Captain of the Brentwood Talons lacrosse team, Cohen considers himself as much a role model and figurehead for the rest of the school as for his specific team. He is not the Head Boy, but he might as well be, often championing and mediating causes and issues on behalf of the boarding students at Totley Hall, a cause where he often finds an ally in Coach Hall. Cohen is in his Senior year, and most of the student body will be disappointed - and worried - to see him leave.
Available to: All Writers - Kipling Kettering - Quite possibly the world's worst human being, Kip Kettering has never met a conversation he didn't want to impose upon and completely drain of any interesting substance. Whenever a person expresses an opinion on popular culture, or speaks out about a social issue, or if a female peer opens their mouth to speak at all, Kip Kettering will be there to argue, disprove, and mansplain every last ounce of joy or relevance into oblivion. He is the archetypical internet troll made manifest, and if nerd rage had a face, it would be his smug mug. Please, for the love of all that is Holy, never ever mention the Star Wars Prequels. Not even in private. Nowhere is safe. He will know.

- Freddie Freeman - Best friend and confidante of Billy Batson. The two are currently struggling to maintain their friendship now that Billy has received a Wayne Foundation Scholarship and transferred to Brentwood Academy.

- Nathaniel Adam - General. Commanding Officer of Task Force X, the government's multi-agency task force for "weird shit". A career military officer, and contemporary of Ronnie Raymond, Caitlin Snow, and Martin Stein from their time at Area 51. Nate Heywood's godfather, and namesake.
Available to: All Writers - Albert Pratt - Colonel. Currently the man in charge of Area 51, responsible for it and its various satellite facilities and installations, including oversight for Project Tartarus and Mercury Labs. Fought in Vietnam as a costumed hero: the Golden Age iteration of The Atom.
Available to: All Writers - Chronos - A temporal bounty hunter. His real identity is unknown, though he allows people to call him Mick. Project Tartarus can't decide if he is dangerous or not: he claims to have lost contact with his employers in the future who were providing him with orders and targets, but Tartarus cannot guarantee that he will not pose a danger to others if released.
Available to: Jace - Dominic - Fleet Admiral of the Xylon Expanse, and one of the few Dominators captured after their attempted invasion. Dominators do not possess names; while official records list him as "Xylon", Nate Heywood insists that he looks like more of a Dominic.
Available to: All Writers - Lobo - The Main Man. An alien bounty hunter, and shit-talking asshole. Imagine if Deadpool spoke like a drunk Irishman, and you're not far off.
Available to: All Writers - Maxima - A Princess from Almerac, and a Warlord during the Dominator invasion of Earth. Somewhat infatuated with Superman, whom she considers to be a "worthy mate". After the Dominator defeat, she was one of the commanders tried for war crimes, and remains in captivity on those grounds. Not to be released under any circumstances, especially not by you, Nate.

- John Holden - Formerly an Inspector with the GCPD, now retired. Used to interact with members of Gotham's vigilante community. He uses his former credentials and connections as a PI-like figure.
